To me, this seems to confirm it is not a hardware issue and that there is some setting within the code causing this very annoying problem. One key thing to point out that I discovered: If I go to Settings and "Add a Bluetooth or other device" and leave the window up to continuously search for Bluetooth devices the issue completely goes away. I recently purchased a Lenovo Yoga 7i 14" laptop and even more recently purchased a Bluetooth Microsoft Modern Mouse to go along with it.
